Legislating Morality
Drug enforcement is essentially legislating morality. Save the arguments about the drug trade being the cause of other more serious crimes. The players within the trade, drawn in by profit or addiction, become outlaws by default, so other affiliated crimes lose their stigma if they serve to keep the product or profit moving. The illegality of drugs makes trade in it more lucrative because of the heightened risk and scarcity manufactured by law enforcement. Take away that drug enforcement loop of cause and effect, dig a little deeper and you'll find some fundamentalist christian ethic.
It's a bit confusing though. Aside from marijuana prohibition, I'm not sure about what the ulterior motive for the "War on Drugs" really is. I have come to understand that all the hullabaloo about freedom and democracy and strong family values - all wrapped up in a fear of god - is just a lubricant for the zeitgeist. Its real purpose is to channel the will of the people into accepting difficult political policies that benefit the moneyed elite. Tinfoil hat stuff, I know, but then the true incentives mushing on the pit bulls of the church - the grease guns of that lubrication - have been obscured time and time again. So what does the upper echelon gain from a) curtailing the trade of illicit drugs, or b) driving up their value? Don't answer that. You have to think of your health.
On second thought, check this out and then grab a blunt to recover:

Yeah. Drug raid. Durham NC. A cop is escorting one of the residents to the toilet, lest he be left behind. The greater good has been served. This sort of thing is acceptable because we have to be protected from scumbags like this little fellow. Morality is a many-headed beast, or so some would have us to believe. One could go mad trying to digest and accept the daily product of the bullshit machine.
Credit due: Follow the trail. I saw it on Survival Acres Blog. Thanks, etc...
